The Bureau of Land Management
The Bureau of Land Management (BLM) is an operating unit of the United States Department of the Interior. The BLM manages, protects, and controls wild horses and burros under the authority of the 1971 Wild Free-Roaming
Horses and Burros Act.
As of February 2009 the BLM estimates that there are 37,000 wild horses and burros roaming on their managed rangelands in 10 Western states. The wild horses and burros have virtually no natural predators so their herd size can double about every four years. To control the herd sizes, the Bureau removes thousands of animals from the range each year and offers them for adoption.
